Avocats Sans Frontières’ Intervention Axes

The intervention axes allow to determinate and to eliminate the framework in the concerned country, so as to reach the four fixed objectives in the aim to lead its initial mission well (to contribute, independently, to the creation of a society that’s more just, equitable and united concerning law and justice).

As soon as they have the means to do so, ASF intervene when Human Rights are abused – which is the daily case. The organization directly acts in the concerned country, on the one hand, in the scope of ASF programmes in the local and international legal fields, and, on the other hand, in the framework of its project Lawyers for lawyers (previously named Solidarity and defence) in offering this lawful service at the time of particular cases.

In concrete terms, ASF limits its intervention to four central axes and to one complementary one.

Four central intervention axes:

1. Legal aid and access to justice. Just as much as at an international level as at a local one, ASF distributes, organizes and supports et legal aid and access to justice in three areas:
  • Situations in which there are human rights massive attacks, whatever person is in charge for these violations, either in a context of transitional justice nor in a context of rebuilding after a conflict.
  • Situations in which there are civil rights, political, social and/or economic violations, of vulnerable groups and/or individuals, when the violations overtake a certain threshold and/or their regulation constitutes an exceptional proceeding one and/or their regulation can generate an important collective benefit. 
  • Situation in which a conflict following a social contestation concerning the problem of globalisation such as the right to intellectual property, access to healthcare, free trade, working conditions, etc.
Public targets: (1) groups and/or individuals who are most vulnerable.

2. Supporting and reinforcing local key players. ASF supports and reinforces local key players working in developing legal aid and access to justice for groups and/or individuals who need it most.

Public targets: (1) organisations and national or international action groups.

3. Distribution of the law. Law and the legal system must be put in place and developed for groups and/or individuals who are most vulnerable. Or, for this law and this legal system to be effective, local inhabitants must also recognize these last points. On the local level, ASF insists on the importance to inform all public targets of their rights and of the way in which these can improve their status. On the international level, ASF reminds the international community of its commitment and if its adopted responsibilities concerning Human Rights.

Public targets: (1) groups and/or individuals who are most vulnerable; (2) organisations and national and international action groups; (3) people with a job in the legal sphere.

4. Legal-technique monitoring. ASF surveys authorities and its political decision-making processes as soon as they touch closely or from further away fixed objectives of the organisation concerning the law and the legal system. When ASF is able to prevail the necessary expertise, the organisation will be able to express an opinion and/or do some lobbying vis-à-vis the concerned authorities - national, European or international.

Public targets: (1) organisations and national or international action groups.

A complementary axis of intervention

1. The support and/or reinforcement of actors of the legal system. When no other organisation and local action group can guarantee it, ASF takes care that people working in the legal field have sufficient training courses and the necessary means to carry on their activities freely. Next to ASF training sessions, the organisation makes sure in the mid- or long term, another organisation or local action group can independently guarantee this.

Public targets: (1) organisations and national or international action groups; (2) people with a job in the legal sphere.

These intervention axes happen concerning three public targets:

1. The most vulnerable groups and/or individuals consisting of those whose rights aren’t adequately defended, whose access to the court system is seriously limited and/or helping those whom the law and the legal system are factors of oppression. Other criteria, such as their financial situation, can also be taken into account when defining this public target. 

2. National or international groups/organizations. This consists of key players from civil society who defend the right to emancipation of groups and/or individuals who are most vulnerable.

3. People working within the sphere of the law. This consists of lawyers, solicitors, magistrates and others working within the sphere of law, hindered in practicing their occupation and/or following their activities in the capacity of defending Human rights.
